A good paint job with all the prep would be 4-5 t o begin with. New panels, rebuild engine. All these 'rebuilds' at 8-9k are surely built down to a cost.

Yes but even of every bit is rebuilt / refurb / renewed there's a line in the sand

I bought new bumpers and wheels and they had started to rust within 3 months of being on the car. To me it's a lot of money to spend on a 2cv even if it is rebuilt because of above. Because it won't last. Unless its garaged and never, ever used. Which is pointless.
