Personally, if you're doing an actual FULL rebuild then I dont think you could possibly sell it for less than 11k. A good paint job with all the prep would be 4-5 t o begin with. New panels, rebuild engine. All these 'rebuilds' at 8-9k are surely built down to a cost.

Yes but even of every bit is rebuilt / refurb / renewed there's a line in the sand

Agreed, the panels will still rust. They are too thin and made of paper mâché or something. I bought new bumpers and wheels and they had started to rust within 3 months of being on the car.
To me it's a lot of money to spend on a 2cv even if it is rebuilt because of above. Because it won't last. Unless its garaged and never, ever used. Which is pointless.

The insides lip of my wheels are rusting already a year on :(

:cry: I bought mine from Ecas in April 2010 and they're still like new, apart from where I've scuffed them. I filled all the seems with waxoyl which might have helped maybe?
