James,
make sure that the bolt is 10.9 grade (high tensile), as the yield stress of the 'standard' bolts (8.8 grade) used elsewhere on A series cars is too low for this location.
Also, the nut should be a nyloc type.
The worst substitute I've ever seen was a 6mm diameter roofing bolt, complete with its thin square nut.
If the column still moves even after the clamping bolt has been correctly torqued, might be a good idea to replace it...

) make the slot in the bottom of the column a bit longer,either hack saw or angle grinder this will make it clamp better onto the steering rack.
