steering wheel could have ended up in that position by the ' rescue services ' using a teqhnique to pivot the steering column away from a driver to ease extrication rather than the impact putting it there.

I'm pretty shure that it is an "original" chassis.
I do not knot anyone driving with "others".
And in a MOT, the car might be rejected (right word?)
