Brake pipe seals....assembly question

 Brake pipe seals....assembly question Rookie order of assembly question......
1. Does the seal go on to the pipe first then insert into wheel cylinder
or
2. Stick the seal into the cylinder, then push in the pipe????

Used seal which is already in the hole then also 2.
With 1 the seal can go wrong into the hole.
