Thats exactly what I did with my "new" vent flap when I fitted it several years ago.
I also wash under the flap where the rubber meets the paint and treat treat the wiper spindles & bonnet hinge to a dose of "spray on grease" occassionally.
My 2CV does'nt leak either.

That bending thing is a great idea.

I put on a new flap, it did take a bit of effort to get it water right still - I never thought of the slight bend.
My wiper spindles are not too old but they do leak - I seem to have done a lot of miles in torrential rain though so I suppose they are just worn already.

Those holes are there to be able to spotweld it all together
