If you do replace the inner toeboard only, you'll find that it won't fit in without bending it in the middle. Easier to fit inner to new outer then offer them up from the outside.

I'm sure some of the problems at the front end will be replicated when I finally work up the courage to take my acad off the road to deal with its endless rust issues...
