They are indeed to replace .
If you are not able to get them off, I suggest you make two slots in the length of the threads ( neck) , so you reduse the tension . They must come off then.
eventually cut them in half all together , minding the tread-ends .

Gerry,
can mounts - split the nuts off they are cheap enough to replace just cold chisel them. sometimes they stretch when you hammer them on the flats. if the tubes are just turning i drill through the chassis and in to the tube 8mm stick a bolt in and work the nut.
The tie rod ends the thread is only in the necked bit of the rod end 2 hammers and tap opposite sides simultaneously, sadly the thread of the tie rod extends into the wider part which is open to the elements and so the thread will be rusted . if they dont move after a bit of hammering then as suggested slit and remove.

youve got my number for a chat

Hi Sean,
Got it all apart on Sunday but the knife edges are solid as you get to the end of the thread.....Your description explains why ! Ken, has described a method he uses, but it looks like they are gubbed in any case so slitting disk it is....... !

you can solder that on a hole... ;-)
I had an aluminum 1944 franc wedged in the dashbord to stop it rattling.

today, several hours with wire wheels, picks etc etc.......Cleaning up gobs of brick hard grease and, what seemed like concrete from the front arms/rack.

Obviously, found more bits I need to order  Metal cover for front friction dampers was rotted out at the bottom and rubber covers for track rod ends were missing.......

Track adjusters eventually came free and, after making up a wee tool, managed to free up the castle screws....

I wasn't looking for a project, but the further into this I get I'm finding everything is old, tired, worn out......The list gets longer !!

Many vans did lead a rough working life.

It is a long list you will find needs replacing.
My van did not look too bad , until I started taking it apart and cleaning, just as you are doing now.
It is a sort of expedition into the unknown. ;)
