I think someone has used dashboard polish or car wax on it. Try some degreaser or washing up liquid with warm water.

I see this post is a little old now but for what it's worth; "Mr-Steering" sells stitch-on leather steering wheel gloves for about £25.00. Classic car steering wheel are slimmer so the ones you get from Halfords etc are no good but this seller specifies one for the 2CV. I fitted one of these a few years ago and it's still as good as new.
