What is the spec for the float in the Solex 28 Carb?
The newer carbs have it at 25mm from the surface (including gasket) with the float removed. I can't find a spec for the 28.

No documented setting in my files.
Just make sure is not damaged and weight 5,7gr.

I had a few floats from other model carbs, and picked the best one. After an isolated incident where the needle valve stuck and the engine flooded, I picked the largest float, not checking for the weight.
I made sure the brass arm was perpendicular to the axis of the float, not bent up and down like some of the others.
The engine has been starting and running like a champ for a couple of weeks now.
