have you checked that the throttle
pedal pivot isn't rusty?
That's common, especially if a car has been left standing for a good while, easily fixed by stripping the assembly, greasing and refitting.
Alternatively, here's an easy fix for 'sticky' carburettors...
https://www.flickr.com/photos/30132857@ ... 3sN-cZTFeSThis problem is often related to a 'full throttle stop' on the carburettor which is indented, so that the butterflies go beyond fully open, giving 'volume setting 11', instead of 10.
Check by looking down the throat of the carburettor with WOT applied to see if the butterflies sit vertically.

I've changed return springs and tested my spring on my 'reference vehicle' (some pikey's yellow club) and it worked ok so it's not the spring.
Dirty grimy carb? Or is this to do with the setup at the bulkhead?
Of note, the 'sheath' on the cable isn't attached to anything, should it be?
