Can I paint cellulose paint over the top of red oxide?

I would have said no, I sure I remember having them react before. The red oxide is oil based right, wash in white spirit? Might be all right if the red oxide is old, but I'd be very hesitant to use red oxide as a primer under cellulose if it's going to be somewhere visible.
