Brightspark on Ebay can supply an LED charge lamp to your bespoke requirement.

If you email and request for a 5mm LED with the following config.
Cost £11.75

Red flash > 15.0v (Over charging)
No output > 13.0v (Normal charging)
Orange > 12.4v Normal battery, (engine not running)
Orange Flash < 12.4 v Not Charging

The 5mm LED will be a snug fit in the 2CV Lens
Connections......12v (switched) and an earth
Lens with cut down rear body

I have emailed them to see if he can make a....
key on one amber light then with engine running amber goes off at 13.9v to be replaced with green which inturn goes off to be replaced with red above 14.7 volts

why?
why would you want a light always on? the original one looks fine to me- flashes amber at you when the fan falls off goes orange if you stall and don't notice and flashes red when the reg not working

For the Picadilly Circus look you'll need at least seven, all calibrated a bit differently. There again you could string up fairy lights for quite a bit less.

asked to have your config except when normal charing is commencing to have green not no output

It will be a distraction, Ive got 2w bulbs in the high beam warning lights and still it catches the eye.

cant think of any car that has a warning telltale ON in the normal/safe mode
