Rotary wire brush - in a drill or angle grinder.

(Though you can get solvents to remove the builder's-type expanding foam... Ask at builder's merchants. I don't know if they are similar?)

I burn it with a gas flame and scrape it away when soft, easy

I don't know if this will help, but I've recently had to remove all sorts of foam/sealant/gunk from belinda's window frames and found a mixture of rotary wire brush, solvents & a large screwdriver ground sharp did the trick. It was painstaking though

Re: removing old foam from painted metal
Suggest you use cellulose thinners rather than petrol. No oily residue. Watch out for the fumes though! Too much of them and you'll start making decisions that you may live to regret eg http://www.manolith.com/2009/08/31/15-most-ridiculous-car-mods/
