I had the same symptoms on a raid, most noticeable when cornering at speed.
At 100km/h it would shake in straight line, faster it would stop.
It was a worn steering rack ring. Only obvious when i pulled it apart.
I know you have checked play in the rack but it does sound similar to my experience.
