I am not he, but the MOT handbook doesn't seem to bar welded arms.

Leaf springs, torsion bars & coil springs - yes.
Arms etc - no.

My old fella's also a tester, his words were as follows:

"I'd fail it if it was obvious and not to a standard above or beyond the factory. If I had any doubts I'd either pass/advise or fail"
