I think the plastic covers should be towards the chassis. All 2cv shock absorbers come with bushes fitted.

I've answered some of my own question. New Monroes DO come complete with bushes (obvious really). But the bushes on the old ones seem to be distorted by overtightening, to make them practically welded on. If nobody answers soon it's out with the angle grinder.

Thanks knightley. I can not imagine any sensible way of removing the old ones without destroying the bushes, so.....

Alan, regardless of the make of chassis, there should be a thick washer between the damper sleeve and the OE mounting stud or the face of whatever it's bolted to on the chassis. Alan D. My old shock metal bushes had a kind of seam, they were not a piece of tube but rather rolled into shape from a flat piece. Look carefully for a barely visible line on the side and strike with a hammer and screwdriver or something similar, the bush will split and then you can remove it easily. Or not, if it's not a common feature.
