Then there is another problem. The shoes should follow that's one of the reasons there are big fat springs on them. If they don't follow they may be seized on the pivots.
the shoes rest against the back plate, if thats rusty sometimes there just aint enough on the springs to get them moving, in use its another matter as the drums will knock off the shoes and the vibrtion helps too, its just if its stationary there is always a slight risk that if you ajust by backing off you may have a false setting and ovcourse you wont know that cause its inside the drum.
i always hammer the drums as im setting them, just a tap mind not a full swing with the 2lb ball pein
yes rusty pivots dont help either
