They _can't_ restrict cover to EEA countries - it's inherently reciprocal. However, what they
can do is to say "Well, we'll give you legal minimum outside the UK, and you can have your normal level of cover for 30/60/90/whatever days in the year maximum". Quite how they intend to keep track of that is another question.
