It's no spring but an oiling tube you see here. There are rings that clamp in the grapite-ring.
If you take the middel screw of the fork you can slide the forks axle out. Than you have enough place to change the ring.

I tried sliding the axle but it hits the back of the brake drum. Do I need to take that off or is there a way of twisting it somehow?

If the axle is slit to one side don't you have enough play in the fork to unhook the ring?
Take care not to loose distance rings of the fork to center it on the axle.

It honestly does lever out with a screw driver.
