Weld a nut onto it, m8 or something, then use a spanner.

They're best replaced with a proper socket cap(allen key type) bolt anyway. To get it out weld any thing you can onto it, even a bit of scrap you can grab with vise-grips.

Thanks for the tips. I'll replace with socket-cap bolts. Are the bolts standard metric measurements? Also, should I use stainless, or some other type?

Bog standard M8 x 1.25, 35mm long and avoid stainless. ;)

If you can get the other bolt off, can you remove the rocker and weld another nut onto the top of the protruding thread?

I had luck that way - once the head sheared off there was no force on the threads and in fact I could just undo the protruding stud by hand. If there has been corrosion occurring due to the dissimilar metals though it might still put up a fight.
