Ps I change oil regular. Every 3k so shouldn't be down to lack of oil changes

Is it definitely rust staining, and not just a stain that happens to be rust coloured? Have you looked at the insides of the rocker covers? it is possible for them to rust from condensation, but usually only if it's been parked up for a while.

Have had rocker covers with the top half rusty inside before from engines that have stood for long periods but not ever noticed anything like that before pretty bizzare. Maybe you have those 2 limited edition steel heads

Not saying the varnish/ staining is because you have neglected the oil changes but brown staining of the engine internals is because it has ran with dirty oil in the past....its not a problem ive seen far far worse. 3000km oil change is erring on the very conservative ill happily let mine do twice that the oil i'snt black but just cloudy.
From that poor photograph Im guessing that the studs nuts are loose ( also explains your loose rocker posting) and that its allowing moisture in through the stud passage ........its only a guess but wont do any harm to re tighten the nuts.
the head nuts should be loosened and then re tigthened using a torque wrench set to 2.5Nm/18Ftlb. in the order - front top, back top, then lower
the top 2 nuts should have brass washers the lower should have a heavy steel one.

Thanks Sean. That's v helpful. I'll do that this afternoon. I can't find the Haynes manual so your post is v helpful I'm very conservative about oil changes. I've got the oil on the cheap so i don't mind. I've still got 30 litres of oil left to use!! Whilst I'm there I'll take a better picture I'll work out which are the head bolts. Watch this space
