Making the assumption that LEZ schemes are are based on a similar model, I just discovered the Shedouin (KDN998S) is exempt from charges for London! The Shed was registered 40 years ago this month.

The site also indicates that no vehicles are banned from the zone, but have to pay a fee.
Doesn't mean Scotland will adopt this scheme though, but does sound promising.
