I have no idea what connotations are attached to this saying on the other side of the pond, but in the UK, it normally refers to language which is next to impossible to comprehend.

If one wished to be rude or offensive, the word 'gibberish' might be used instead.

Probably through a liquid medium.

If he's using gas to power it, then you could have a nifty heat exchanger set up to cool the coolant.

I'd love to see a 4 cylinder opposed piston engine used as that would have a lovely low c of g like the original but you could have twice as many pistons.
