Looks like a modern car with old bits added. I'd vouch that the only 1961 part of that car is the registration document. It most likely started life as a '61 car but got butchered to receive an 80s RHD bulkhead, 602, wide headlight bar etc, to create a 'desirable best of all worlds' 2cv that everyone wants to own*.
