Even private sellers must describe their car honestly - you just need to cover yourself by asking the right questions and get the answers in writing.

If that's a genuine mileage, then - with a galv chassis and a generally tidy body - probably not. A bit of welding and a couple of king pins - both very cheap for someone with the ability - and it'll double in value. And probably more...
