I am no saying it doesn't but if as much money was spent on driver training......

It still wouldn't make a blind bit of difference if your tyres were bald or your car was about to break in half................

Even the most experienced and most qualified drives make bad judgements, and however much paper you have doesn't qualify you as a safe driver.

That's a fair point, but whether or not your car has a steering lock is really neither here nor there as far as its roadworthiness goes.
