Use a piece of thick copper as a backing, clean all paint/sealer/shit off the surrounding area and puddle weld the holes up, simples.

Lots of creative thinking is needed to retify this job. I going to weld on the joining edges and ignore the holes unless I can close the holes. However the young gent is going to seal all left holes with his wonder joint sealer.
I'm having a real hard time welding with all the sealer between the panels. Can't remove it but Viking always win

just drill them out one at a time and use the hole to plug weld, put a lump of copper behind the hole and zap it on close to full power if you get the settings right they will look and behave exactly the same as the original spots.

Edit - just like Russ said  (must read to the end more often)

Sorry to go against the grain here a bit... but isn't a 2CV supposed to be cheap and cheerful, utilitarian etc etc? If so, and if riveting is done well, and works and holds everything together and so on, what's the problem? Aren't we just getting a bit purist-orthodox here?

After all, rivets can work very well, and be very strong. Ask aeroplane builders.

Just a thought.

No, rivets don't work in the same way that a weld does, and are simply not suitable as a direct replacement on a 2cv. Welding is so easy and widely available why do it wrong?

Apart from the electrolytic corrosion that's already been mentioned, the difference is that aeroplanes are designed to be rivetted together. 2cvs weren't.
