Use a piece of thick copper as a backing, clean all paint/sealer/shit off the surrounding area and puddle weld the holes up, simples.

Can't remove it but Viking always win  just drill them out one at a time and use the hole to plug weld, put a lump of copper behind the hole and zap it on close to full power if you get the settings right they will look and behave exactly the same as the original spots. Edit - just like Russ said  (must read to the end more often)

Sorry to go against the grain here a bit... but isn't a 2CV supposed to be cheap and cheerful, utilitarian etc etc? If so, and if riveting is done well, and works and holds everything together and so on, what's the problem? Aren't we just getting a bit purist-orthodox here? No, rivets don't work in the same way that a weld does, and are simply not suitable as a direct replacement on a 2cv. Welding is so easy and widely available why do it wrong?
