It just makes the bloke a dick. Cost and value are two different things, as many found out in the 80's classic car speculation bubble.

Making money is some people's objective, for most (and I'd include everyone I've come across so far) being fair and honest is also an important part of the deal. I'd never pay 11k for any car*. Its a good job I've got such bad taste and all the cars I like are in my budget!! *Unless I won the lottery, of course.
